The formal relationship between Appalachian State University and la Biblioteca Th'uruchapitas began ten years ago in 2000 when the two institutions became Sister Libraries through the White House Centennial Commission. Since that time, Linda Veltze, from the Reich College of Education Library Science Program, has managed various projects to help la Biblioteca. She continues to help raise funds, coordinate university projects, and works with other Faculty members on campus to deliver books to Cochabamba, mostly by students carrying the books with them during service learning projects.
